Preface

    In today’s world, mankind faces increasing opportunities for development, but at the same time is exposed to more challenges. Various types of traditional and non-traditional security risks in both natural and social dimensions intertwine with each other. Serious natural disasters occur frequently while major epidemics affect more areas. This is particularly the case for China, where the modernization drive is entering a new phase vital for its reform and development programs. Industrialization and urbanization are accelerated, yet public emergencies, especially serious workplace accidents, can hardly be avoided. Strengthening emergency management, so as to better prevent and dispose of public emergencies, is a practical challenge facing the Chinese government. It is also a major issue that other countries in the world should examine to find solutions.
    The Chinese government attaches great importance to the work of emergency management at workplaces. It believes that: to strengthen emergency management, so as to better prevent and dispose of public emergencies, is a matter that bears on the overall situation of economic and social development and the security of people’s lives and property; it is a key indicator to show whether a government puts the people first and governs for the people; and it is also an important work to be done if a government wishes to fully execute its functions and further improve its administrative capacity. Emergency preparedness and response to accidents and disasters are an indispensable part of the Chinese national emergency management system. Considering this, the Chinese government has given higher priority to workplace emergency management and rescue on its agenda. The Decision of the CPC Central Committee on Some Major Issues Regarding the Building of a Socialist Harmonious Society reiterated on promoting safe development and vowed to incorporate the strengthening of emergency management and work safety into the strategic plan for building a harmonious society. The Outline of the Eleventh Five-Year Program for National Economic and Social Development of China" listed work safety into a special chapter and identified “construction of national, provincial and municipal workplace emergency management centers and national, regional and other backbone emergency rescue systems” as a major project of public service. “The Eleventh Five-Year Program for Work Safety” issued by the General Office of the State Council of China not only set the detailed goals of work safety in the key industries by 2010, but also put forward specific requirements for building workplace emergency management systems. Thanks to the serious commitment and strong promotion of the Chinese government, as well as the combined efforts of all the localities, departments, institutions and social stakeholders, China has made some achievements in workplace emergency management, and its capability to respond to and dispose of accidents and disasters has greatly improved. But there are still quite a number of gaps and inconformities, so far as the institutional and legal frameworks, mechanisms, personnel and capacity building related to workplace emergency management are concerned. To solve the problems, we must pay sufficient attention and take effective measures.
    To enhance exchanges and cooperation with the relevant countries, regions and international organizations is an important element of the Chinese government’s initiative to strengthen workplace emergency and rescue. Hosted by the State Administration of Work Safety P. R. China, the 1st China International Forum on Workplace Emergency Management and Rescue & China International Workplace Emergency Technology and Equipment Exhibition, will take “Improve Emergency Preparedness and Response to Protect People against Accidents and Disasters---A Guarantee to Achieve Safe Development” as its theme. It aims to bring together the wisdom of the elites and experts worldwide in search of good solutions to emergency management and rescue, which may help avoid occurrence of accidents and disasters and minimize loss of lives and property. It also aims to explore theories, share experiences, exchange techniques and promote cooperation, so as to improve the capacity in emergency management and rescue and protect the safety and health of the people. The successful organizing of the conference and exhibition will actively contribute to developing workplace emergency management efforts and advancing emergency rescue techniques in China and the world.
